On January 16th, California’s Office of Administrative Law (OAL) accepted the final rules and regulations regulating the nation’s cannabis industry, a bit more than a year after lawful recreational earnings moved into effect. The Bureau of Cannabis Control (BCC), the Department of Food and Agriculture and the Department of Public Health spent months writing and revising 358 pages of rules and regulations before submitting them to OAL at December. The industry, including tens of thousands of licensed farms, merchants, testing labs and other companies, had been operating under temporary rules, many of which have been cemented to law. Among the most noteworthy policies allows dispensaries to make bud deliveries to all jurisdiction in California, even those municipalities that have passed local legislation banning cannabis. The rules ensure legal security to the greater than 100 state-licensed”non-storefront” delivery companies and their clients in so-called pot”deserts,” that is particularly good news for those tokers who may be homebound or have other constraints that prohibit them from traveling.
“We get folks interested in these areas,” explained Ray Markland, director of EcoCann, a dispensary at Eureka, CA, in line with this Times-Standard. “We’ve worked under the temporary state laws and delivered there. It’s very good for customers that are physically challenged and aren’t able to make it out to us to receive our merchandise. It’s a positive move showing validity into the cannabis industry and also to cannabis as an everyday consumable product rather than something to be ashamed to use.”
California is officially the first and only nation to legalize home delivery service throughout all municipalities. In line with this Times-Standard, delivery vehicles can only take a maximum of $5,000 value of marijuana at any time, and must be free of any markings which indicate they are transporting weed”to reduce the threat of theft or other offense. Supporters also state that lawful shipping service will help further undermine what remains of their marijuana black market, which had continued to thrive because approximately three-quarters of the state’s municipalities have passed local legislation banning authorized cannabis stores from launching.
“You can not ban delivery,” Maximillian Mikalonis, a cannabis lobbyist for K Street Consulting, advised Leafly. “You can just prohibit licensed, legal, controlled and expedited delivery”
California’s newly formalized regulations also mandate the usage of child-resistant packaging and tighter testing principles for heavy metals and toxins from most marijuana products. Marijuana will continue to be a cash-only company, since the federal banking industry is controlled by the United States Department of Treasury, which adheres to the national law prohibiting marijuana. But going forward, cannabis retailers at the Golden State will just need to inspect customer IDs before buying, and no longer are required to record names and other identifying information.
“These approved regulations are the culmination of two or more decades of hard work from California’s cannabis licensing authorities,” Lori Ajax, chief of the state Bureau of Cannabis Control, said in a statement. “Public feedback was valuable in helping us develop transparent regulations for cannabis companies and ensuring public security.”

Mendocino County, California
Mendocino County consists wholly of the Ukiah, CA Micropolitan Statistical Area (μSA) for the purposes of the U.S. Census Bureau. It is located approximately equidistant from the San Francisco Bay Area and California/Oregon border, separated from the Sacramento Valley to the east by the California Coast Ranges. While smaller areas of redwood forest are found further south, it is the southernmost California county to be included in the World Wildlife Fund's Pacific temperate rainforests ecoregion, the largest temperate rainforest ecoregion on the planet.
The county is noted for its distinctive Pacific Ocean coastline, its location along California's "Lost Coast", Redwood forests, wine production, microbrews, and liberal views about the use of cannabis and support for its legalization. In 2009 it was estimated that roughly one-third of the economy was based on the cultivation of marijuana.
Mendocino County was one of the original counties of California, created in 1850 at the time of statehood. Due to an initially minor white American population, it did not have a separate government until 1859 and was under the administration of Sonoma County prior to that. Some of the county's land was given to Sonoma County between 1850 and 1860.
