Though it had been granted under temporary regulations, the final rules now allow it to be the only state to completely allow home delivery — regardless of the Regional legislation

On January 16th, California’s Office of Administrative Law (OAL) accepted the final rules and regulations regulating the nation’s cannabis industry, a bit more than a year after lawful recreational earnings went into effect. The Bureau of Cannabis Control (BCC), the Department of Food and Agriculture and the Department of Public Health spent months writing and revising 358 pages of regulations and rules prior to submitting them to OAL in December.  According to the Associated Press, regulars say the OAL made no substantive changes before issuing their rubber stamp, effective immediately.

The industry, which includes thousands of licensed farms, merchants, testing labs and other companies, had been operating under temporary rules, most of which have been cemented into law. Among the most noteworthy policies allows dispensaries to create bud deliveries to all jurisdiction in California, even those municipalities which have passed local legislation banning cannabis. The rules ensure legal protection to the greater than 100 state-licensed”non-storefront” delivery companies and their clients in so-called bud”deserts,” which is particularly good news for all those tokers who may be homebound or have additional constraints that prohibit them from traveling.

“We get people interested in these areas,” explained Ray Markland, director of EcoCann, a dispensary in Eureka, CA, in line with this Times-Standard. “We’ve worked under the temporary state legislation and delivered there. It is good for clients that are physically challenged and aren’t able to make it out to us to get our merchandise.  it is a positive movement showing validity into the cannabis industry and also to cannabis as an everyday consumable product and not something to be embarrassed to use.”
California is officially the very first and only state to legalize home delivery service throughout all municipalities. According to this Times-Standard, delivery vehicles may only take a max of $5,000 value of marijuana in any time, and must be free of any markers that indicate they are transporting weed”to reduce the risk of theft or other crime. Supporters also state that lawful shipping service can help further undermine what remains of the marijuana black market, which had continued to thrive because approximately three-quarters of the nation’s municipalities have passed local legislation prohibiting licensed cannabis stores from opening.

“You can not prohibit delivery,” Maximillian Mikalonis, a cannabis lobbyist for K Street Consulting, told Leafly. “You can just prohibit licensed, legal, regulated and expedited delivery”

California’s newly formalized regulations also support the use of child-resistant smaller and packaging testing rules for heavy metals and toxins in most marijuana products. Marijuana will continue to become a cash-only business, as the national banking business is controlled by the United States Department of Treasury, which adheres to the national law prohibiting marijuana. However, going forward, cannabis retailers in the Golden State will only have to inspect customer IDs before buying, and no more are required to record names and other identifying info.

Don’t Forget To Tip Your Drivers!

“These accepted regulations would be the culmination of more than two years of hard work by California’s cannabis licensing authorities,” Lori Ajax, chief of the state Bureau of Cannabis Control, said in a statement. “Public feedback was valuable in helping us build clear regulations for cannabis businesses and ensuring public security.”

Mendocino County, California

Mendocino County consists wholly of the Ukiah, CA Micropolitan Statistical Area (╬╝SA) for the purposes of the U.S. Census Bureau. It is located approximately equidistant from the San Francisco Bay Area and California/Oregon border, separated from the Sacramento Valley to the east by the California Coast Ranges. While smaller areas of redwood forest are found further south, it is the southernmost California county to be included in the World Wildlife Fund's Pacific temperate rainforests ecoregion, the largest temperate rainforest ecoregion on the planet.[6]

The county is noted for its distinctive Pacific Ocean coastline, its location along California's "Lost Coast", Redwood forests, wine production, microbrews, and liberal views about the use of cannabis and support for its legalization. In 2009 it was estimated that roughly one-third of the economy was based on the cultivation of marijuana.[7]

Mendocino County was one of the original counties of California, created in 1850 at the time of statehood. Due to an initially minor white American population, it did not have a separate government until 1859 and was under the administration of Sonoma County prior to that.[8] Some of the county's land was given to Sonoma County between 1850 and 1860.[9]
